Parking Enforcement

Parking restrictions are imposed to ensure transportation routes in Los Angeles flow safely and are not blocked. Los Angeles Department of Transportation traffic officers enforce the Los Angeles City Municipal Code and California City Vehicle Code to meet this goal.

Regularly patrolling all restricted parking zones, LADOT traffic officers issue citations to vehicles that are in violation of the restrictions. A citation is a deterrent to motorists who might otherwise ignore parking regulations. Traffic officers issue 3.2 million citations annually.

In addition to enforcing posted time limits, special restrictions and curbside violations, the Department's traffic officers have begun enforcing LADOT's Pay to Park policy at new Card & Coin Meters, which are positioned at individual spaces. The Pay to Park policy requires that drivers submit payment to park at Card & Coin Meters unless they are legally exempt. The meters to which this policy pertains have been clearly marked with the Pay to Park policy.

Following California Vehicle Code, Los Angeles City Municipal Code and Department of Transportation policy, LADOT traffic officers execute specialized enforcement procedures for habitual parking violators. The traffic officers place an immobilizing “boot” device on vehicles that have five or more unpaid parking citations. The boot device serves as a prominent reminder to other motorists to comply with parking restrictions and pay outstanding citations.

Traffic officers also perform special operations in certain areas that carry heavier violation penalties. Enforcement in “tow away” and “no stopping” zones includes a citation and immediate towing of the parked vehicle.


The Los Angeles Department of Transportation has deployed unique teams of enforcement officers on Wilshire, Ventura and Crenshaw Boulevards to lessen parking violations during rush hours. The “Tiger Teams” patrol these corridors to cite and tow vehicles that park in “no stopping” lanes and impede traffic flow.

Once parking citations are issued, the Parking Violations Bureau handles collection management. Motorists can pay tickets online through the Parking Violations Bureau.
