The City Council is considering the final approval to transfer the oversight responsibility of franchises to the Board of Public Works. The Board will negotiate and administer franchise agreements that allow private pipelines to operate under city streets. New franchise agreements and renewals are approved by the Board of Public Works, the City Council, and the Mayor.
The common types of regulated pipelines include:
- Oil and oil products
- Natural gas
- Potable water
- Chilled water
- Heated water
Franchisees are required to identify where their pipelines are located so that they are not damaged during routine underground infrastructure maintenance or new construction, repair streets when they cut and trench to add or repair pipes, and pay a franchise fee to the City of Los Angeles that funds vital public services such as police and fire.
Pipeline safety is regulated by the California Public Utilities Commission.
