Seleta Reynolds, General Manager
Seleta Reynolds is General Manager of the Los Angeles Department of Transportation (LADOT), the second largest municipal transportation agency in the country. Reynolds is responsible for 1,300 employees and 52 different business lines – from parking meters to traffic signals to buses. Reynolds was appointed by Los Angeles Mayor Eric Garcetti in 2014 to implement the Mayor’s vision of safe and sustainable transportation choices for all. Under Reynolds’ leadership, LADOT has installed hundreds of data-driven safety improvements in high needs locations, launched the largest scooter program in the world, launched the largest electric vehicle car-share program in the country, and created a first-of-its-kind digital platform to manage for-profit mobility companies.
Reynolds has over 20 years of transportation experience in both the public and private sectors. She served as president of the National Association of City Transportation Officials (NACTO) for four years, which represents cities and transportation agencies in the U.S., Canada and Mexico. She is the Board Chair and founding member of the Open Mobility Foundation (OMF), a public-private forum created to tackle technical issues surrounding emerging mobility technology. In 2019, she also joined the board of the Intelligent Transportation Society of America (ITSA).
Bridget Smith, P.E., Senior Advisor
Bridget Smith has over 25 years of experience in transportation planning, engineering, organizational management and public finance. She has led major safety programs for Sacramento and San Francisco and managed large teams that delivered award winning bicycle, pedestrian, and traffic calming projects. Bridget was instrumental in helping San Francisco launch Vision Zero.
Devon Farfan, Chief - Parking Enforcement & Traffic Control
Chief Farfan joined LADOT 32 years ago as a traffic officer and holds the distinction of having worked at all five of the Department’s Parking Enforcement and Traffic Control area offices. Before joining LADOT, Chief Farfan was employed with the Los Angeles Department of Water and Power.
Monique Earl, Executive Officer
Monique Earl has over twenty years of experience in the public, private, and non-profit sectors most notably in the area of public finance. Her career history with the City of Los Angeles spans the legislative, executive, and administrative branches of government.
Jay Kim, P.E., Assistant General Manager - Mobility Management
Jay Kim has over 26 years of experience in transportation planning and engineering with the City of Los Angeles. Jay has managed the transportation review of large-scale development projects, including Playa Vista, LAX Master Plan, and NBC Universal.
Connie Llanos, Assistant General Manager - Office of External Affairs
Connie Llanos has more than 10 years of experience working in strategic communications in the public and private sectors. She began her career as a journalist in Los Angeles, and served as a senior communications advisor to several local elected officials, including Los Angeles Mayor Eric Garcetti. Prior to her current position, Connie was Deputy Policy Manager for Airbnb in the greater Los Angeles region.
Daniel E. Mitchell, P.E., Assistant General Manager - Project Delivery & Operations
Dan Mitchell is chief engineer for LADOT, where he has served the public for 20 years.
Marcel Porras, Chief Sustainability Officer - Transportation Technology
Marcel Porras has over ten years of experience in transportation, planning, and economic development. Prior to joining LADOT, he was the Associate Director of Transportation for Mayor Eric Garcetti.
