Message from LADOT General Manager Laura Rubio-Cornejo:

Every year, new state laws can change the rules of the road. Staying up to date on these changes can be tricky, but being aware of these changes is key to being safe while traveling and also avoiding a potential infraction. Here are a few relevant changes to state law that took effect this year.  

A bill signed into law last year authorizes the cities of Los Angeles, San Jose, Oakland, Glendale, Long Beach, and San Francisco to implement five-year speed safety camera pilots at key locations like schools, locations with repeat speed demonstrations, and on the City’s High Injury Network. LADOT, alongside a coalition of transportation and community advocates, supported and pushed for this new law because addressing speeding is one of the most effective ways to improve safety on our streets. While we continue to deliver projects that improve safety for all road users, this new law will allow us to also test speed safety cameras to reduce speeding drivers and improve safety. This law became effective January 1, 2024, and LADOT is currently developing program guidelines for approval by the City Council.

Another bill that took effect this month improves safety and supports active modes of travel by permitting cyclists to enter intersections with the "walk" signal rather than wait for the green light. Leading Pedestrian Intervals (LPI) in which the “walk” signal appears before the green light have proven to be a simple yet effective measure in increasing the visibility of pedestrians and preventing turning vehicles from hitting vulnerable road users. LADOT has activated LPIs at over 1000 locations throughout Los Angeles. Extending this privilege to bicyclists is a small but proven method with the potential to prevent serious or fatal collisions.

LADOT will continue to share information on important developments in transportation law and advocate for additional changes to improve the safety, efficiency, and equity of our transportation system.

New Resources Available for LA Al Fresco Applicants

Attention restaurant owners! The City is opening applications for its new permanent Al Fresco program on February 1, 2024. Business owners should note that both new applicants and current members of the temporary Al Fresco program will need to complete an application to continue outdoor dining.

To ensure a smooth transition for business that are existing members of the temporary Al Fresco program launched in 2020, the City has made the following resources available: 

  • Online Al Fresco Transition Guide: Learn more about requirements, costs, and answers to FAQs. 
  • Assistance helpline: City departments are available to answer questions. Refer to the transition guide for contact information. 
  • Webinars: Every first Wednesday of the month during the transition period, the City will host webinars to cover information about the program and answer questions. 

Businesses must complete the application process in its entirety by July 31, 2024 and are encouraged to apply early.
